Head of Division (Asphalt)

Primary Purpose of the Job: to ensure overall operational excellence, including production,
quality control/assurance, energy efficiency, maintenance, capital projects, environmental,
health and safety issues, and personnel development.
• Overall supervision of asphalt productions and supply

• Supervise all on-site operations including land clearing, excavation, utilities laying, sub-
grade/sub-base laying, asphalt laying, asphalt paving, etc. and ensuring its

implementation in alignment with the project plans and within the specified budget
• Ensure that all operations are being held as per the standard methods and procedures
and complies with standards and regulations, and take all safety precautions, permits
and licenses prior to work execution
• Calculation cost, estimates, budgets, and schedules
• Monitor operation expenses and research ways to reduce costs while maintaining
product quality
• Analyze workforce requirements
• Plans operating schedules for maximum efficiency and maximum use of equipment
• Manager production, manpower, budgets, etc. for use in corporate business planning.
• Schedules maintenance of equipment and/or plants to insure maximum production
capabilities.
• Manage and assist with researching new ways to cut costs and improve production.
• Manager and assist by following and ensuring compliance with government and
corporate policies and objectives, including safety, personnel, insurance, work force
needs, etc.
• Provide day-to-day management to the plant, operation and employees

• Complete and communicate calculations and reports for plant metrics such as man-
hours, product inventory, material and production costs, process codes, etc.

• Ensure safety, environmental and regulatory compliance for plant operations and
products
• Oversee quality assurance and quality control compliance
• Act as point of contact for customers, sales, general public, government, tenders,
projects and others.
• Oversee and schedule all contractors and maintenance related activities
• Create a culture focused on teamwork, effective communication and problem solving
through daily discussion and decision making involvement
• Ensure plant practices align with overall business strategy and goals
• Produce creative solutions and use appropriate problem solving techniques to resolve
plant issues such as formulation trouble, employee conflicts, material shortages, and
process breakdowns.
• Maintain proper staffing and budget levels
• Utilize strategic planning in determining future needs of the operation
• Review production costs, taking action necessary to control those costs
• Participate actively in personnel matters and deal with employee problems and
complaints.

REQUIREMENTS:
• Minimum 10 years management experience
• Minimum 8 years Asphalt production experience
• Bituminous plant certification
